Commissioner Dove stated that he agrees with Commissioner Wright in terms of the vote. He expressed <br />concern with the people in attendance tonight having to come back again. He suggested that some of the <br />issues could be voted on this evening. He commented that the survey made as part of the General Plan <br />review indicated a very high percentage of the people were very, very pleased with the City. He believes <br />that this has not changed significantly. He noted that there are some people with a lot of concern <br />regarding this issue, but he does not believe that this spills over into the entire community. He stated <br />that with regard to the problems with schools, he noted that by State law, the City does place the schools <br />and it does not determine the number of schools needed. He noted that the opportunity for residents to <br />express their concerns regazding schools is during a school board election. He stated that nothing will <br />come out of a survey or a specific plan that will change any thing as far as schools are concerned. <br />Commissioner Dove suggested that if a motion is in order, the Planning Commission could indicate <br />tonight that the small properties, such as the Lauers, Jennardos, and the completion of the business park <br />on Quarry could be excluded from any thing that the Planning Commission decides. He also suggested <br />a second motion excluding the Staples Ranch area, in that there has been a strong commitment to those <br />living on Stoneridge, noting that there has already been approval for the completion Stoneridge and the <br />Staples Ranch area. He noted that a decision regarding the Busch property would not be that easy, and <br />he would concur that a delay to a later date to take a look at both the industrial and, particularly, Kaiser. <br />He stated that at that point a recommendation could be made to the City Council that it start along-range <br />look at Kaiser and El Charro. <br />Chair Cooper commented that he came into this meeting with a commitment that he was not going to <br />vote on this matter tonight, and that he had expressed that to Commissioner Kumaran, therefore, he is <br />not going to support any motion, piecemeal, or otherwise. He stated that he wants to think about the <br />issues. He stated that basically he was in support of the Staples Ranch "re-do," because he would like to <br />see the sports pazk out there and he does not see that putting additional residential in place of industrial <br />acts to the detriment of the City. He commented that he is sympathy with the existing Stoneridge plan, <br />as amended with the sports park. He noted that he did not see an enormous problem with the Busch <br />property in terms of it meeting its planning requirements. He noted that some fine tuning could be done. <br />He would like to see the connection with EI Charro addressed, but he believes that what comes back as a <br />result of this exercise will be pretty much what we have now, in that there are not that many alternatives <br />for the area. He stated that the whole azea could be made light industrial, but he does not feel that this <br />would be a very nice thing for residents to have next to their homes. He noted that when the referendum <br />went through, he thought it was a powerful political signal that somehow his thinking was not in <br />conjunction with the thinking of a lot of people in town; however, he notes that a part of the support the <br />referendum got was from a reaction to what many perceived as unfair campaign tactics of the developer, <br />not necessarily a referendum on the issue. <br />Chair Cooper stated that he does respect anybody who gets 5,000 signatures and he does not believe it is <br />unreasonable to do a specific plan level study of the area, incorporating the City's interface with the <br />quarries. He noted that just because we have a plan it does not mean it is going to be built tomorrow. <br />He stated that it is the rate we achieve a plan that impacts the infrastructure. He agreed that the School <br />Board needs to address the schools issue. He would like to see a plan of some kind that looks at all of <br />the issues. If the gravel companies want to be involved that would be great, but if they don't want to be <br />involved, the area should still be planned. He would like to see a solution with El Charro Road come <br />out of this.
