Angela Street and develop a parking permit system for downtown residents. <br />ROLL CALL VOTE <br />AYES: Commissioner Bazker and Chair Cooper <br />NOES: Commissioners Dove and Kumaran <br />ABSENT: Commissioner Wright <br />ABSTAIN: None <br />The motion failed. <br />Commissioner Kumaran noted for the record that he is neither for or against the closure of W. <br />Angela Street. He feels that the motion is premature until a traffic study has been done. <br />e. Hap~v Valley Specific Plan Draft Environmental Impact Report <br />Public review and comments on the Draft Environmental Impact Report prepared for the <br />860-acre Happy Valley Specific Plan Area located in the currently unincorporated land <br />south of Sycamore Road.
