_. In addition, Mr. Cordtz stated that traffic studies have been done and he wants an opportunity to <br />review them before the application goes to the City Council. He described the problems and his <br />concerns with eazly morning cut-through traffic. He further questioned staffs estimate of the <br />number of people expected to use the Pleasanton station and wondered how staff arrived at that <br />estimate. He also stated that allowing asub-standard parking lot creates a hazard and wondered <br />who would be liable for any injuries resulting from that, i.e. the City for approving the lot or the <br />County as the owner. He also disagrees with staff s opinion that many people will carpool or be <br />dropped off at the train station. Mr. Cordtz stated that no whistle banning should occur because <br />the Federal Safety Board has determined an increase in train accidents in that situation. Finally, <br />he stated that he supports the closure of W. Angela Street. <br />Gary Schwagerle, 189 W. Angela Street, stated that he supports the closure of W. Angela Street. <br />He stated that future transportation relies on light rail and commuter rail. He also stated that <br />there are other locations that should be evaluated as permanent sites, either at Valley Avenue and <br />Stanley, or on El Charro Road. He also stated that he does not support the temporary site and <br />feels it's much too small. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Dove stated that the San Francisco water property should be evaluated as a <br />permanent site. He further stated that if Valley Avenue would go through to Sunol Boulevard it <br />would be a very easy access to a train station. However, since that is not the case, he expressed <br />concern with circulation if a station were to be located there. <br />Commissioner Kumaran feels that other sites should continue to be evaluated for future <br />permanent sites. He feels that all conditions are reasonable and commended staff for their work. <br />He supports the application and all of the conditions as they exist. He commented that he would <br />like to see all involved agencies work together to make sure that all of the conditions are met. <br />Commissioner Barker suggested that the closing of W. Angela Street and the downtown parking <br />situation be fully evaluated. She supports the location of the temporary station, but wants to do <br />everything possible to relocate the permanent station onto the San Francisco property. <br />Chair Cooper supports the closure of W. Angela Street and feels a traffic study should be done <br />with W. Angela Street closed. He agrees that alternative permanent sites should be evaluated <br />and further agrees that the ideal location would be on the San Francisco property. He supports <br />the application for the temporary site and the conditions for approval. However, he recommends <br />that Condition 2 be changed from "The San Joaquin Regional Rail Commission" to the "ACE <br />Authority". He supports the applicant's request to change the time of a ridership survey from 30 <br />to 90 days. In addition, Chair Cooper expressed extreme concern with the County's <br />responsibility for the trash and security of the proposed site, and wants to be sure that it is very <br />Planning Commission Page 15 Mazch 11, 1998 <br />
