Staff is, therefore, recommending approval <br />subject to the conditions in "Exhibit B". <br />PUBLIC HEARING WAS OPENED <br />Kelly Burge, 3495 Isle Royal Court, Pleasanton, stated that she is in agreement with the staff report and <br />conditions of approval. She feels that the entire community benefits from voice and piano lessons. She <br />further reported that she has gone to great lengths to not inconvenience her neighborhood with noise and <br />parking problems, noting that her surrounding neighbors have signed a petition in support of her home <br />occupation. However, she expressed concern that the application process is somewhat intimidating and <br />fears that it could discourage others from teaching music lessons from their home. She asked the <br />Commission to be sensitive to future applications. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Kumaran commented that the process was in no way developed to discourage applicants, <br />but rather to make sure that others are not negatively affected. He commended her for her work and <br />contribution to the community and encouraged her to continue in her endeavor. <br />A motion was made by Commissioner Barker, seconded by Commissioner Kumaran, <br />recommending approva- of UP-98-O5, subject to the conditions listed in Exhibit "B". <br />ROLL CALL VOTE <br />AYES: Commissioners Barker, Dove, Kumaran, and Wright, and Chair Cooper <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. PC-98-10 was entered and adopted as motioned. <br />b. Z-97-280, D.M. Addie¢o <br />Application for design review approval for the construction of a 3,180 square foot single-family <br />home at 4887 Arlene Place. Zoning for the property is PUD-MDR (Planned Unit Development - <br />Medium Density Residential) District. <br />Jerry Iserson presented the staff report, providing a history of the application and describing the location <br />and site. He noted that when the Bonde Development was being reviewed, many of the neighbors in <br />both Bonde Ranch and Ventana Hills participated in process resulting in some design modifications due <br />to their concerns. In addition, he stated that staff normally takes action on custom home applications at <br />the staff level. However, due to concerns reported to staff by surrounding neighbors and the fact that <br />staff has been unable to get all of the parties involved to reach a consensus, this application has been <br />referred to the Planning Commission for decision. Mr. Iserson noted that the concems center mainly <br />around three neighbors from the adjoining Ventana Hills area who are concerned that the proposed <br />two-story home on the site would negatively impact their views and privacy.
