Ed Churka, 507 St. John Street, Pleasanton, advised that he is the founder of the Pleasanton Railroad
Association. He noted that two years ago, the community voted to have the steam train concept returned
to Pleasanton. He expressed his disappointment and concern because he feels the task force did not
address that issue in any way. In addition, he questions how the task force has been able to make plans
for Alameda County's transportation comdor without any input from the County. He commented that
the transportation corridor is his main concern. He also stated that the locations that have been identified
for pazking improvements have been allowed by the County to be included in the project based upon the
County's future rail system plans. Mr. Churka further stated that Alameda County has already approved
the plan for the light rail system. He also described the two phases that have been planned to incorporate
the system. In addition, he noted that one of their plans included constructing a loading platform, ticket
office, and the train storage shed between the Fire Station and Wayside Park. He commented that
project has not yet been reviewed by the Planning Commission because the final drawings aze not
complete. Mr. Churka also expressed concern with some of the proposed uses and goals of the various
projects in the program. Upon further questioning by members of the Commission, he provided
additional information relating to the steam train.
Gary Schwagerle, 189 W. Angela Street, Pleasanton, stated that he is a member of the Downtown
Association and that they recently voted unanimously to retain the creek at Wayside Pazk in its natural
state without covering it up. In addition, he voiced his personal disappointment that the historic steam
train was not included in the proposed downtown program. He feels that a steam train is a fun family
activity and would also attract people to downtown Pleasanton. He voiced his support for a new
bandstand at Wayside Pazk, but Feels the old bandstand should be preserved for alternative uses such as a
gazebo. With regazd to Delucchi Park, he recommends that the task force consider a water fountain or
other type of water park in a children's play area.
Mr. Schwagerle also feels that everything possible should be done to make Pleasanton a tourist
attraction. He feels that the steam train, and possibly a horse and carnage attraction, would attract
tourism into Pleasanton and, in turn, create additional revenue.
PUBLIC HEARING WAS CLOSED
After a question from Commissioner Bazker, Ms. Bengtson mentioned that the Task Force thought the
steam train would stop at Bernal and suggested that the Commission modify a condition to address the
future light rail if it is decided to go beyond Bernal. A brief discussion took place relating to the
Regional Trail/Transportation Corridor and the link it provides to the downtown area.
PUBLIC HEARING WAS REOPENED
Jim Uranwala, 4803 Del Valle Pazkway, Pleasanton, identified himself as a member of the task force.
He feels that most of the attractions to Pleasanton that are being proposed, especially increased tourism,
will affect the parking plans which have been recommended by the task force. He expressed his concern
that there is really no place to add additional pazking and suggested that some land along Bernal Avenue
be used to construct amulti-story pazking structure. In addition, he expressed concern for the safety of
- children around the drainage ditch. He feels that the area should be enhanced in a way that would
prevent children from getting into it and, at the same time, preserve the natural chazacteristic.
Planning Commission Page 8 February 11, 1998
