ROLL CALL VOTE <br />AYES: Commissioners Barker, Dove, Kumaran and Wright, and Chair Cooper <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. PC-98-02 was entered and adopted as motioned. <br />Following the roll call vote, the applicant, Craig Semmelmeyer, arrived. He was advised by <br />Mr. Iserson that his application was approved. He thanked staff and the Commission for <br />reviewing the project. <br />c. UP-97-95. Helen Steinman <br />Application for conditional use permit to convert an approximately 680 square foot room <br />within an existing residence into a secondary unit located at 1504 Elderberry Court. <br />Zoning for the property is PUD-LDR (Planned Unit Development-Low Density Residential) <br />District. <br />Jerry Iserson presented the staff report and gave a history of the application, describing the <br />structure and the site. He noted that the home has been under construction for the past year and <br />a half, and the applicant installed a stove in the teen-room of the home The stove was observed <br />by a City building inspector who advised the applicant that since a stove was added to a room <br />_ that already contained a full bath, it was considered a secondary unit and was subject to review <br />for a secondary use permit. It was also noted that the room has its own exterior entrance. <br />Mr. Iserson also reported that the applicant does not intend to rent the room out and that it was <br />constructed with a stove and full bath as a convenience for her children. He related that the unit <br />meets all requirements of the state guidelines for secondary units and there have been no <br />concerns expressed by neighbors. <br />Mr. Iserson further stated that following preparation of the staff report, the applicant raised an <br />issue relating to the standard condition for a separate address to be posted in front of the <br />residence for the secondary unit in order for fire and other emergency services to be able to <br />locate it in the event of an emergency. However, since the secondary unit is accessible from <br />the front door of the home and her own children will be living there, the applicant is requesting <br />that such a condition not be placed. Staff agrees and will modify the condition to not require <br />a separate address for the unit at this time. However, if that area ever becomes a real secondary <br />unit and is not accessible from the rest of the house, then it should have its own address posted <br />in front of the residence. Staff recommends approval of the application, subject to the conditions <br />noted in Exhibit "B". <br />Chair Cooper asked how the address condition would be affected in the event the home were <br />ever sold.
