Commission that she has done everything possible to mitigate any potential negative impact on <br />her neighbors and that she will comply with staff's conditions for approval. <br />Leo Tamisiea, 7746 Cottonwood Lane, advised the Commission that he is in favor of the <br />application. He noted that he has lived in the neighborhood since 1969 and there have always <br />been music lessons in the area. He is retired and is usually at home during lessons and has <br />never heard the piano from inside his home. Although he can hear the music if he steps into <br />his driveway, he does not find it disturbing and, in fact, enjoys the music. Mr. Tamisiea <br />further reported that he has noticed no traffic problems and has even offered to allow the <br />applicant to park her vehicles in his driveway during business hours in order to allow additional <br />parking in her driveway for her clients. He stated that he is very much in favor of the <br />application. <br />Demasis Brown, 7718 Cottonwood Lane, stated that two homes are between hers and the <br />applicants. She advised the Commission that she initiated the petition in support of Mrs. <br />barrow's application and that she contacted only residents who are within 300 feet of the <br />Darrow residence. However, since Mr. Pedro had already voiced his opposition, she did not <br />approach him with the petition. Ms. Brown stated that 12 of the 15 residents she contacted were <br />in favor of the application. Other than Mr. Pedro, the only two other residents who voiced <br />concern with the application live more than 300 feet from the applicant, with one being over 600 <br />feet and on a different street. She, therefore, feels that those residents would not be affected <br />in any way by traffic or noise. Finally, Ms. Brown stated that she has never heard any noise <br />_ or noticed any traffic or parking problems. She expressed her support of Mrs. barrow's <br />application. <br />Diane Williams, 7703 Cottonwood Lane, reported that she is a teacher and music educator and <br />feels what Mrs. Darrow is doing for the students is great. She stated that she has never seen <br />any traffic or parking problems and feels that Mrs. Darrow is an asset to the youth community. <br />She is very much in favor of the application. <br />Patricia Sandoval, 7774 Cottonwood Lane, addressed the Commission along with her husband. <br />They stated that the noise has never been a problem for them; however, if they do hear the <br />music they very much enjoy it. They voiced their support of the application. <br />PUBLIC HEARING WAS CLOSED <br />Commissioners Barker and Kumaran, and Chair Cooper noted that the applicant has taken care <br />of the neighbors' concerns relating to the noise and traffic issues and voiced their support of the <br />application. <br />A motion was made by Commissioner Barker, seconded by Commissioner Kumaran, <br />making the conditional use permit findings, and approving UP-97-56. <br />Planning Commission Page 4 January 14, 1998 <br />
