_ The Commission further discussed the uses of the fairgrounds, and Mr. Iserson agreed to <br />provide each Commissioner with a copy of the land use agreement so that they could review the <br />types of uses. <br />Commissioner Kumaran commented that he views the document as more of a marketing tool <br />than a 20-year strategic plan. He agrees that the City should have input relating to future uses <br />of the fairgrounds. He also agrees with Cormissioner Barker that a City representative should <br />be appointed to serve on the Fair Board in order to keep the City fully informed of events and <br />in order to allow it the opportunity to give its input. He further commented that [he fair and fair <br />grounds events should not negatively interfere with the surrounding areas, noting that the noise <br />and traffic concerns are very vital. <br />A motion was made by Commissioner Dove, seconded by Commissioner Wright, <br />recommending that the Commission support the staff s recommendations that detailed <br />wording be included in the strategic plan which references the City's involvement in the <br />development of the land use master plan and involvement in the determination of future <br />uses. It was further recommended that the Council be informed of the Commission's <br />strong feeling that there be firm agreements between the City and the fair relating to the <br />noise and traffic issues and that the City wants to have input into any issue relating to those <br />topics. Additionally, it was recommended that EIRs or negative declarations be considered <br />for every major modification to the plan. <br />ROLL CALL VOTE <br />AYES: Commissioners Barker, Dove, Kumaran and Wright, and Chair Cooper <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />The motion carried. <br />Commissioner Wright initiated a discussion regarding the parking issue. Mr. Iserson advised <br />him that the City is not involved in the fairground's planning on parking control. However, <br />with an agreement in place between the fair and the County, the City would be involved in the <br />evaluation and planning of parking and traffic noise issues. <br />7. MATTERS INITIATED BY COMMISSION MEMBERS <br />Commissioner Wright reported to Mr. Iserson that he again recently noticed the parking lot at <br />Mika's Coffee Shop had not yet been repainted. He further stated that the arrow directing one- <br />way traffic is very faded and he has observed that area being used by two-way traffic. <br />Additionally, the barrier between the coffee shop and Jack-in-the-Box has never been constructed <br />as this Commission instructed under a previous design review. He noted that the owner had an <br />agreement to follow this Commission's recommendations and suggested that she be given one <br />Planning Commission Page 12 January 14, 1998 <br />
