And the improvement thereof by preparation of environmental impact statement, planning, schematic design, appurtenant engineering and all as necessary for clearing, grubbing, excavation, grading, modification of existing structures and construction therein of base, pavement, curbs, gutters, sidewalks, surface and subsurface drainage, where required, bridges, retaining walls, lighting and signing necessary for channeling, merging, turning and controlling traffic, where required, in accordance with requirements of California State Department of Transportation by the construction of curbs, islands, overcrossing structures, ramps, electrical conduit, traffic signal systems, where required, landscaping including sprinkler and irrigation systems, where required, including all structures and other appurtenant facilities necessary to make facilities useful for the purpose for which intended. The Resolution of Intention was later amended. 3. The Engineer of Work filed the report as directed, and the City Council called a hearing on the report as required by Section 10301 of the Streets and Highways Code. Notice of the hearing was given by publication, by street posting and by mailing to affected property owners, all according to the Municipal Improvement Act of 1913. Affidavits of publication, posting and mailing were filed with the City Clerk. The Engineer of Work replaced the original filed Report with two Amended Reports -- one
