Public Outreach <br />Staff has developed the attached ordinance to reinforce the new FOG Program that will <br />be managed by the Utilities Division. A program description link on the City's web site <br />was the first step towards outreach and education to both residents and businesses in <br />Pleasanton which discusses issues and elements of the program and available <br />resources. In April 2008, a letter introducing the ordinance was sent to 273 businesses <br />that have a business license with SIC codes (5411-5499 & 5812-5813) that would <br />include food preparation. A copy of the draft ordinance was also sent for businesses to <br />read and provide comments back, either by email or through a public meeting that was <br />held on June 10, 2008 at the Pleasanton Library. No comments were received by email <br />and five businesses attended the public meeting where most of the comments were <br />questions and clarifications about the actual program itself, rather than comments on <br />the ordinance. <br />Implementation Process <br />Staff is aware of the burden that new regulations can have on our local businesses and <br />we are committed to work with them to make the implementation and compliance of this <br />new program as easy and straighttorward as possible. The following implementation <br />plan is designed to ensure that goal. <br />Step 1: Require all food service businesses to apply for a no-charge FOG permit to <br />discharge to the sewer system. This will register all businesses in our computerized <br />maintenance management system so inspections can be tracked. <br />Step 2: Require all businesses that already have grease interceptors or traps to start a <br />maintenance program and to keep records of those activities for reporting to the City. <br />Step 3; Start inspections of facilities to ensure compliance and effectiveness of the <br />maintenance program. <br />Step 4: Require all businesses that do not have grease devices to install or apply for a <br />variance based on the requirements of the ordinance. <br />It is estimated that it will be one to two years before the program is fully implemented <br />and routine inspections will be conducted on all applicable businesses. <br />Su fitted b_ y: <br />Daniel Smith <br />Operations Services <br />Director <br />Attachments: <br />1.
