18 <br />THE CITY OF <br />--~ "' CITY COUNCIL AGENDA REPORT <br />~L~~S~4NTON- <br />October 7, 2008 <br />Operations Services Department <br />Law Department <br />TITLE: INTRODUCTION OF ORDINANCE ADDING CHAPTER 15.44 TO THE <br />PLEASANTON MUNICIPAL CODE TO REGULATE THE DISCHARGE OF <br />FATS, OILS AND GREASE (FOG) TO THE SANITARY SEWER SYSTEM <br />SUMMARY <br />The attached proposed ordinance amends the Pleasanton Municipal Code by adding <br />Chapter 15.44 to regulate the discharge of fats, oils and grease to the sanitary sewer <br />system from all food service establishments in the City of Pleasanton. The adoption of <br />this ordinance is also to comply with the mandate from the State Water Resources <br />Control Board (SWRCB) order that all agencies develop and implement a Sewer <br />System Management Plan to reduce the number and volume of sewer system <br />overflows. <br />RECOMMENDATION <br />Staff recommends that the City Council introduce the attached ordinance that adds <br />Chapter 15.44, Protection of Sanitary Sewer System from Fats, Oil, and Grease, to the <br />Pleasanton Municipal Code. <br />FINANCIAL STATEMENT <br />Staff expects that the costs of administering the ordinance will eventually be partially <br />offset by a reduction in maintenance activities and emergency response costs for <br />cleanup of overflows. The additional program responsibilities are expected to result in a <br />workload that initially will be absorbed by existing personnel. There will be no charge to <br />the food service establishments to obtain the required permit or for routine annual <br />inspections. In addition, we have proposed a fee schedule for follow-up with non- <br />compliant businesses to help offset costs. The Master Fee Schedule will need to be <br />amended to add fees for the various inspections required under this Chapter. <br />
