BACKGROUND <br />The subject project is a combination of elements of previously authorized projects in the <br />2007/2008 and 2008/2009 Capital Improvement Program. The project consists of <br />replacing approximately 700 LF of 16-inch Ductile Iron Pipe water main; repairing <br />approximately 200 LF of 12-inch vitrified clay pipe (VCP) sewer main utilizing acured- <br />in-place pipe repair method; and repairing approximately 800 LF of roadway trench <br />failure, all along Black Avenue between Hopyard Road and Santa Rita Road (see <br />Location Map, Attachment 1). This project also includes repairing one hole on an 8" <br />VCP sewer main in the vicinity of Nordstrom in the Stoneridge Shopping Mall. <br />Bids <br />Sealed bids for this project were opened on September 16, 2008. There were a total of <br />six (6) bids received with bid amounts ranging between $318,000 and $375,850 (see <br />Attachment 2 for Bid Summary). The engineer's estimate for this project is $375,000. <br />Staff reviewed the bid submitted by the apparent low bidder, Precision Engineering Inc., <br />and found it to be in order. Past work performed by Precision Engineering, Inc. was <br />verified as satisfactory. Staff recommends award of the construction contract to the <br />lowest responsible bidder, Precision Engineering, Inc. <br />Budget <br />Project funding and estimated expenditures are presented in Attachment 3 to this <br />report. <br />Staff is recommending a 20% project contingency ($63,600) in order to accommodate <br />possible necessary adjustments due to existing underground utilities that may conflict <br />with the water main installation and water main tie-ins. <br />Schedule <br />The proposed schedule for the subject project is as follows: <br />Approval of Plans and Specifications and Award of Contract: <br />Start of Construction: <br />End of Construction: <br />Submitted by: <br />~~~~~- <br />Brian Dolan <br />Director of <br />Community Development <br />Fiscal Review: <br />David P.
