EXHIBIT A <br />Scope of Services <br />R3 Consulting Group, Inc. will provide the following technical assistance to the City <br />related to the solid waste rate review process and other items as requested: <br />Task 14: Franchise Agreement Negotiations <br />R3 will work with the City to modify the terms and conditions of the current franchise <br />agreement. This task will include: <br />• Drafting franchise agreement language based on prior meetings with City staff; <br />• Participating in negotiation sessions with PGS; <br />• Analyzing cost of service data provided by PGS during negotiations; <br />• Preparation of the draft and final franchise agreement based on the results of the <br />negotiations; <br />• Meetings with the Solid waste Committee; and <br />• Presentations to Council. <br />Deliverables <br />Task 14 includes the following deliverables: <br />• Initial franchise agreement language for negotiations; <br />• Participation in negotiation sessions; <br />• Draft and final Franchise Agreements; <br />• Solid Waste Committee meetings; and <br />• Council Meeting. <br />Task 15: Residential Curbside Recycling Program <br />The primary objective of this Task is to assist City staff with the technical development <br />and implementation of a residential source separated curbside recycling program to <br />enhance the City's diversion rate. This task may include, but not be limited to, the <br />following: <br />• Review and comment on cost proposals from PGS to implement the new <br />program; <br />• Assist with the development of public education and outreach materials relating <br />to the new program; <br />• Assist in presentations given to the City Council or residents regarding the new <br />program; <br />• Assist with implementation and monitoring of new program; <br />• Assist in the development of the revised residential rate structure; and <br />• Any other tasks or assignments as directed by the City Council. <br />Page 1 <br />
