Deliverables <br />Task 15 includes the following deliverables: <br />• Participation in program development sessions; <br />• Assistance with public education and outreach materials; <br />• Presentations as requested; and <br />• Revised residential rate structure. <br />Task 16: Commercial Recycling Program <br />The primary objective of this Task is to assist City staff with the technical development <br />and implementation of a commercial recycling program to enhance the City's diversion <br />rate. This task may include, but not be limited to, the following: <br />• Review and comment on cost proposals from PGS to implement the new <br />program; <br />• Assist with the development of public education and outreach materials relating <br />to the new program; <br />• Assist in presentations given to the City Council or local business groups <br />regarding the new program; <br />• Assist with implementation and monitoring of new program; <br />• Assist in the development of the revised commercial rate structure; and <br />• Any other tasks or assignments as directed by the City Council. <br />Deliverables <br />Task 16 includes the following deliverables: <br />• Participation in program development sessions; <br />• Assistance with public education and outreach materials; <br />• Presentations as requested; and <br />• Revised commercial rate structure. <br />Task 17: PGS Rate Review <br />Task 17.1 Tests of Rate Calculations <br />R3 will conduct a review of PGS' rate application to verify that financial data, including <br />costs, headcounts, capital items, and operational data are consistent with prior rate <br />applications. Our review procedures may include, but not be limited to, the following: <br />• R3 will review the reconciliation of the financial information included in the rate <br />application to PGS' audited financial statements as submitted in the rate <br />application; <br />• R3 will review the historical, actual and forecasted revenues generated from the <br />rates and calculate current revenues; <br />• R3 will review prior year reserve balances and reconcile them to the beginning <br />reserve balances contained in the rate application; <br />• R3 will review projections of expenses for reasonableness; and <br />Page 2 <br />
