ATTACHMENT A <br />City staff are therefore concerned that PGS is not operating programs in a fashion that <br />guarantees compliance with the 50% diversion mandates of AB 939. In addition, the City <br />is in the process of working towards the 75% waste diversion goal established by the <br />Alameda County Waste Management Authority. <br />The primary objective of this Task is therefore to assist City staff with the technical <br />evaluation and implementation of additional programs and strategies to enhance the <br />City's diversion rate. These tasks may include, but not be limited to, the following: <br />• Develop a matrix of potential programs and strategies to enhance diversion for review <br />and discussion by City staff and PGS; <br />• Survey similar jurisdictions to determine the effectiveness of proposed programs and <br />strategies to enhance diversion; <br />• Perform technical studies or analysis to estimate the potential diversion to be <br />achieved from select programs and strategies; <br />• Develop planning level cost estimates of select programs and strategies; <br />• Review and comment oncost proposals from PGS to implement new programs and <br />strategies; <br />• Represent and/or assist City staff in discussions and negotiations with PGS on <br />contractual issues regazding proposed program and strategies; <br />• Assist with the development of public education and outreach materials relating to <br />new programs; <br />• Prepare and give presentations to the City Council, local business groups or residents <br />regarding new programs; <br />• Assist with the administration of a survey to local businesses and/or residents to <br />measure local acceptance of proposed new programs; <br />• Assist with implementation monitoring for new programs; <br />• Any other tasks or assignments as directed by the City Council. <br />
