ATTACHMENT A EXHIBIT A Scope of Services R3 Consulting Group, Inc. will provide the following technical assistance to the City related to the solid waste rate review process and other items as requested: Task 11: Project Kick-Off Meeting The primary objective of the kick-ofI'meeting is to review the project scope and schedule, identify appropriate contacts from the City, PGS and R3, and address any outstanding issues or concerns. This meeting will include discussions of the potential recycling programs for consideration by the City. Deliverables Task 11 includes the following deliverables: • Recycling program matrix; and ^ Participation during project Kick-Off meeting with City Stafl'and PGS. Task 12: Review of PGS Rate Application Initial Application Review R3 will review the initial application documents for completeness and notify the City and PGS, in writing, of any missing or incomplete documentation. Task 12.1 Tests of Rate Calculations Conduct a review of PGS' rate application to verify that financial data, including costs, headcounts, capital items, and operational data are consistent with prior rate applications. • R3 will review the reconciliation of the financial information included in the rate application to PGS' audited financial statements as submitted in the rate application; • R3 will review the historical, actual and forecasted revenues generated from the rates and calculate current revenues; • R3 will review prior yeaz reserve balances and reconcile them to the beginning reserve balances contained in the rate application; • R3 will review projections of expenses for reasonableness; and • To the extent additional information is needed to perform the above procedures, R3 will provide a written request to PGS. Task 12.2 Rate Calculation Utilize the rate model developed in the prior rate review to recalculate the return on equity in accordance with the rcquirements of the Agreement.
