<br />Introduction <br />The City of Pleasanton ("City") granted an exclusive franchise to <br />Pleasanton Garbage Service ("PGS") in the late 1980's to provide <br />residential and commercial solid waste collection and recycling <br />services. The City last performed a Base Year Analysis in 1990 as <br />part of the original AB 939 planning process. <br />While the City and PGS have worked together to implement <br />several aggressive diversion programs, including the <br />implementation of a local mixed waste processing facility, the City <br />has experienced varied success in meeting the 50 percent diversion <br />requirements of AB 939.
