PAP-123, Greg and Lisa Johnston, Appellants (PDR-715, S. J., Applicant) <br />Appeal of the Zoning Administrator's approval of an application for design review for rear <br />yard improvements at the existing residence located at 927 Montevino Drive. Zoning for <br />the property is R-1-6,500 (Single-Family Residential) District. <br />Action recommended: Deny the appeal, thereby upholding the Zoning Administrator's <br />approval. <br />Action taken: Upheld the appeal and amended the Conditions of the Zoning <br />Administrator's approval as follows: <br />1. Conditions Nos. 1, 4, 6, and 10 of PDR-715 shall be deleted. All <br />other conditions of PDR-715 and all conditions of Tract 5835 shall <br />remain in full force and effect except as modified by these <br />amendments. <br />2. The applicant shall submit a detailed landscape plan including the <br />size, location, and species of all the landscape materials reflecting <br />the conceptual plan shown on Exhibit A. The plan shall be drawn to <br />scale by a licensed landscape architect and shall be designed to <br />replicate the solid landscape screening that previously existed on <br />the site. The plant materials shall be monitored to ensure that the <br />growth of the materials reaches the previous landscape screen <br />within athree-year period. The approved landscaping plan shall be <br />reviewed by City staff and approved and installed within ninety days. <br />3. No above-ground permanent structure such as play structures, <br />sports courts, gazebos, decks, etc., shall be constructed within the <br />rear 35 feet of the back yard measured from the rear property line. <br />The required 35-foot rear yard setback shall be effected by a deed <br />restriction. <br />4. A four-foot high berm shall be constructed throughout the landscape <br />area between the retaining wall and the lawn to accomplish the <br />previous screening for privacy. <br />5. The existing retaining wall shall be landscaped with vegetation to <br />soften its appearance. <br />6. There shall be no lighting placed on the pool that would be directed <br />toward the neighbors' houses. <br />Vote: 5-0. <br />Page 3 of 4 <br />
