Post activities and services and reported they received an award for being named as an All- <br />American Post. <br />Fred Norman said last Thursday was the 7'" Anniversary on the attack of the World Trade <br />Center and Pentagon, said since more than 5,000 Americans have been killed, as well as <br />innocent Iraqi and Afghanistan citizens, and questioned how many more must die. He asked the <br />City to try and do something that might help end the war. <br />Valerie Arkin, Tri-Valley YMCA Boardmember, announced new community service programs of <br />the YMCA, briefly discussed each, discussed an educational board game where teens won a <br />contest and grant money. <br />Steve Brozosky thanked the Council for their support of the Sentinels of Freedom program. <br />Jeff Bowser, Windsor Homeowners Association which is part of Laguna Oaks PUD, said they <br />have waited patiently for the construction and opening of the bridge which will enhance the <br />safety of their children, and hoped the project could bejump-started. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />15. Public Hearing: PUD-62/PGPA-13, Windstar Communities -Adopted Resolution No. 08- <br />239 approving an application for General Plan Amendment; introduced and waived first <br />reading of Ordinance No. 1983 approving Planned Unit Development (PUD) rezoning and <br />development plan to construct a mixed-use high-density residential/commercial <br />development containing 350 apartment units and approximately 12,000 square feet of <br />commercial/retail space at the property located at 6110 Stoneridge Mall Road (adjacent to <br />the future West Dublin/Pleasanton BART station) <br />Planning Director Brian Dolan introduced the staff report, gave a PowerPoint presentation, and <br />briefly described the mixed use TOD project which requires a General Plan Amendment and <br />rezoning. He discussed the work the applicant made on refining the architecture which was <br />supported by the Planning Commission and staff. He said the project includes 70 affordable <br />units, or 20% and all serving very low income dispersed throughout the total project. He <br />discussed parking issues and calculations, and a study demonstrated the actual need for the <br />project, at 460 parking spaces at the peak demand for residences, 222 visitor parking in the rear <br />surface lot and 58 and 12 spaces on the interior provided for the leasing office and retail. <br />He said Caltrans may need to construct a flyover facility and they have a conceptual plan line if <br />the project is funded and designed, and when this process occurs, Caltrans will need to <br />negotiate with BART to reach agreement on an easement. Mr. Dolan said the flyover area <br />includes most of the back parking space area; however, the facility will be elevated. City <br />Manager Fialho said the plan is conceptual and not fully designed and is related to the I-580 <br />and I-680 ultimate build-out assumptions. <br />Councilmember Cook-Kallio questioned and confirmed the number of units was correctly listed <br />in the staff report. <br />Councilmember Sullivan said the Council and Planning Commission held a joint workshop to <br />discuss TOD opportunities at the Hacienda BART station, and settled on establishing a task <br />force made up of Councilmembers, Planning Commissioners and community members to <br />decide what makes sense for a TOD development. As an advocate for this, he felt it important <br />to involve the community in the process, and he questioned why this was not included in this <br />Council Meeting Minutes 3 September 16, 2008 <br />
