Work to <br /> include: <br /> <br /> o Determine existing peak hour and daily traffic <br /> volumes at all interchange ramps and freeway main <br /> lines affected by the project. <br /> <br /> o Determine and ascertain appropriate land use as- <br /> sumptions for Tri-Valley and region for the year <br /> 2010 (assumed to be ABAG's Projections 85). Use <br /> TJKM model to project 2010 A.M., P.M., and daily <br /> traffic volumes for the project interchanges and <br /> other interchanges affected by the project. Make <br /> required alternative runs based on variations in <br /> land use and/or network. Include traffic volume <br /> projections for intersections near interchanges. <br /> <br /> o Prepare a "No Project" alternate with ABAG's 2010 <br /> land use and resulting traffic but using the <br /> existing planned roadway network without proposed <br /> project improvements. <br /> <br /> o Prepare traffic report for environmental document <br /> including required text, tables, and illustrations. <br /> <br /> o Prepare and tabulate accident data and other re- <br /> quired information for Project Report. <br /> <br />TASK 1-4: ENVIRONMENTAL <br /> <br />CH2M HILL will provide professional services to prepare an <br />Environmental Assessment of the project in conformance with <br />the requirements of the National Environmental Protection <br />Act (NEPA) as administered by the Federal Highway Adminis- <br />tration (FHWA). TASK ORDER NO. 1 presumes that an Environ- <br />mental Assessment, disclosing project impacts and describing <br />mitigations to significant impacts, will lead to a Finding <br />Of No Significant Impact (FONSI) and obviate the need for a <br />formal Environmental Impact Statement (EIS). <br /> <br />The analyses will be performed in compliance with the Federal <br />Aid Highway Program Manual and the Caltrans Local Programs <br />Manual Volume III with Appendices A through J.
