SEWER SERVICE AGREEMENT <br /> BETWEEN CITY OF PLEASANTON <br /> AND ALAMEDA COUNTY <br /> <br /> THIS AGREEMENT is made and entered into this day <br /> <br />of , 1985 by and between the CITY OF PLEASANTON, hereinafter <br /> <br /> called "City", and ALAMEDA COUNTY (County Service Area R-1967-1), hereinafter <br /> <br /> called "County". <br /> <br /> WITNESSETH: <br /> <br /> WHEREAS, County Service Area R-1967-1 (Castlewood), as shown in <br /> <br /> Exhibit A, attached hereto and incorporated herein by this reference hereinafter <br /> called "CSA", has been formed by Alameda County to provide, among other services, <br /> sewerage service; and <br /> <br /> WHEREAS, CSA has undertaken studies, design and construction of sewer <br /> <br /> facilities to eliminate the faulty Castlewood discrete treatment works along the <br /> Arroyo de la Laguna, generally as described in the October 1983 Castl ewood <br /> Wastewater Treatment Facility Project Report and the April 1984 Addendum Report by <br /> Lowry & Associates; and <br /> <br /> WHEREAS, the most feasible solution to meeting the sewage treatment <br /> <br /> needs for the CSA is to utilize the regional treatment and disposal facilities <br /> of the Dublin-San Ramon Services District (DSRSD) and the Livermore-Amador <br /> Valley Wastewater Management Agency (LAVWMA); and <br /> <br /> WHEREAS, the State Regional Water Quality Control Board has indicated <br /> <br /> the solution of the CSA's sewage problem is to be accomplished through the DSRSD <br /> <br /> and LAVWMA regional facilities; and <br /> <br /> WHEREAS, studies and facility design have been completed in accordance <br /> <br /> with the Environmental Protection Agency (EPA) and State Water Resources Control <br /> Board (SWRCB) requirements under the Federal Clean Water Act, and grants are <br /> being sought to finance this project; and <br /> <br /> WHEREAS, County desires 92,000 Gallons Per Day (GPD) Average Day <br /> <br /> Maximum Month (ADMM) sewage treatment capacity for the CSA, consisting of 267 <br /> residential units and the equivalent of 41 residential units for the Castlewood <br /> Country Club (calculated at 280 GPD per residential unit) for a total of 308 <br /> Residential Discharge Equivalents (RDE); and <br /> <br /> <br />
