BACKGROUND <br />San Francisco Bay Area Rapid Transit District (BART) and Pleasanton have long <br />planned a BART station near Stoneridge Mall (known as the West Dublin/Pleasanton <br />BART station). Due to funding constraints, BART was unable to construct the West <br />Dublin/Pleasanton BART station at the same time it constructed the East <br />Dublin/Pleasanton BART station. In an effort to finance the construction of the West <br />Dublin/Pleasanton BART station, BART later entered into apublic/private partnership <br />with West Dublin/Pleasanton Station Venture (a joint venture between Jones Lang <br />LaSalle and Ampelon Development Group) and the cities of Pleasanton and Dublin. In <br />2000, BART, the cities of Pleasanton and Dublin, and Alameda County entered into a <br />Memorandum of Understanding (MOU) to help finance the station. BART also sold and <br />entered into long-term ground leases for the private development of its properties <br />adjacent to the station. In sum, these revenues enabled the station to be built. <br />The two-story BART station building will be located in the median of Interstate-580 (1- <br />580) and connect to the BART-owned parcels in Pleasanton and Dublin by pedestrian <br />bridges. Construction of the BART station started in the summer of 2007 and should be <br />finished in 2009. Construction of afour-story/five-level BART parking garage on both <br />the Pleasanton and Dublin BART properties is also underway and should be completed <br />at the end of 2008. <br />BART and West Dublin/Pleasanton Station Venture have created plans for amixed-use <br />development on the BART-owned parcels that are adjacent to the BART station. On <br />the Pleasanton side, the applicant is requesting to construct amixed-use, 350-unit <br />apartment and approximately 14,000-square-foot commercial/retail development. In <br />Dublin, the private development includes a 150-room hotel, a 309-unit apartment <br />project, and a 7,500-square-foot commercial building. <br />The private development of the adjacent BART-owned lands is subject to city review <br />and approval. The development on the Pleasanton side was reviewed by the <br />Pleasanton Planning Commission at workshops held on May 9, 2007, and August 22, <br />2007. For a detailed description of the discussion at these meetings, please see the <br />attached Planning Commission staff report and minutes. The Planning Commission <br />reviewed and recommended approval of the General Plan Amendment and PUD <br />rezoning and development plan at its meeting of April 23, 2008. The applications are <br />now before the Council for final action. <br />SITE DESCRIPTION <br />The BART-owned site is an approximately 8.5-acre site between I-580 and Stoneridge <br />Mall Road. The proposed apartment/commercial development would be located on an <br />approximately 6.9-acre parcel (outlined in red on the graphic on the following page), <br />while the BART parking garage is located on an approximately 1.2-acre parcel and the <br />existing BART electrical substation with concrete block enclosure is located on an <br />approximately 0.3-acre parcel. The development area of the site under consideration is <br />relatively flat and contains non-native grasses and a grove of trees towards its center. <br />Street trees are also located along the Stoneridge Mall Road frontage. <br />Page 3 of 9 <br />
