41. The location of any pad-mounted transformers shall be subject to approval by the <br />Director of Planning and Community Development prior to issuance of permits by <br />the Building and Safety Division. Such transformers shall be screened by <br />landscaping or contained within an enclosure matching the building and with <br />corrugated metal gates. All transformers shall be shown on the plans submitted <br />for issuance of building permits. The project developer shall attempt to locate <br />transformers at the rear of the site. <br />42. Unless a phasing occupancy plan for improvements is approved by the Director <br />of Planning and Community Development, the developer shall complete all of the <br />on-site improvements at one time. <br />43. The applicant shall construct a lighted bus shelter with trash receptacle at the <br />bus stop/kiss-n-ride pull-out along the project's Stoneridge Mall Road frontage. <br />These shall be completed prior to occupancy. The shelter design shall be <br />compatible with the project architecture. The precise shelter location and design <br />shall be approved by the Director of Planning and Community Development prior <br />to issuance of project building permits. An encroachment permit shall be <br />obtained prior to installation if located within the street right-of-way. The shelter <br />and trash receptacle shall be maintained by the apartment project owner <br />including trash pick up. <br />44. The applicant shall not install hose bibs at the project site which could be used by <br />residents to wash vehicles. <br />45. No speed bumps shall be placed within the drive aisles of the project site unless <br />otherwise approved by the Director of Planning and Community Development <br />and Fire Chief. <br />46. Only natural gas burning fireplaces, pellet fueled stoves/heaters, or United States <br />Environmental Protection Agency approved appliances shall be permitted inside <br />or outside of the structures. <br />47. The applicant shall install apedestrian-scale, lighted complex directory sign near <br />the driveway showing the location of apartment building clusters, addresses, <br />units, parking areas, etc. Prior to the installation, the developer shall submit the <br />design and location of the directory sign to the Director of Planning and <br />Community Development for review and approval. <br />48. Prior to installation of any tenant or project identification signs, a comprehensive <br />sign program shall be submitted for review approval by the Director of Planning <br />and Community Development. <br />7 <br />
