EXHIBIT A <br />c <br />c <br />m <br />c <br />0 <br />u <br />c <br />0 <br />m <br />t: <br />0 <br />a <br />N <br />C <br />c <br />m <br />m <br />x <br />d <br />2 <br />Hexagon Traffic & Transportation Engineering Services <br />Transportation ImpactAnalvsis and EIRS <br />Hexagon staff has prepared well over 500 Transportation Impact Analysis (TIA) reports and Circulation <br />sections of EIRS for all types of new development in numerous jurisdictions. The projects have ranged from <br />as small as one gas station or five houses to as large as 10 million square feet of research and development <br />space (Edenvale area of San Jose) or 3,000 homes (Evergreen Specific Plan). The most common types of new <br />development that we analyze are residential subdivisions, apartment buildings, hotels, offices, and shopping <br />centers. Shopping centers range from small neighborhood centers with grocery store anchors up to super <br />regional malls with four department stores and over one million square feet. Other developments Hexagon <br />staff has studied include theaters (live and cinema), health clubs, parks, golf courses, day care centers, <br />restaurants, warehouses, gas stations, churches, hospitals, medical buildings, a city hall, a fire station, and <br />even a sanitary landfill. <br />Transportation impact studies include extensive intersection and roadway traffic counts, the development <br />of traffic count databases, and intersection level of service analysis which always plays a large part. Hexagon <br />staff is fully familiar with all types of Level of Service software and is experienced with databases ranging <br />from 1-140 intersections. All traffic impact studies also include an analysis of pedestrian, bicycle, and transit <br />issues and recommendations for improvements if necessary. Many traffic impact studies also include an <br />evaluation of roadway safety. These typically include accident diagnosis, computation of accidental rates <br />and recommendations for potential improvements. <br />Transportation impact analyses are almost always prepared at the direction of city or county staff. We have <br />worked with city and county staff in every county and almost every city in the San Francisco Bay Area. We <br />also have worked extensively in Monterey, Carmel, Watsonville, Hollister, Salinas, Modesto, Fresno and <br />Bakersfield. All TIAs involve traffic data collection and analysis using the techniques that are accepted in the <br />county and city where the project is located. Hexagon staff is sensitive to local traffic issues and local <br />preferences. tt is our policy to always research local standards and practices prior to initiating a study. We <br />balance the needs of the developer and of the city when we identify impacts, and we recommend only <br />practical mitigation measures. <br />While in many ways EIRS resemble traffic impact analyses, there are additional considerations taken with <br />EIRS. EIRS are subject to a great deal more public scrutiny, and therefore, they often include extensive <br />analysis of potential neighborhood cut-through traffic, parking spillover, or other impacts. Also, they require <br />formal responses to comments with extensive documentation of conclusions. In addition, EIRS typically <br />include much more detailed mitigation plans and programs because all transportation impacts must be <br />mitigated or subject to overriding considerations. Often EIRS are done at the program level, rather than <br />project level, and then they resemble long-range areawide plans. The project definition becomes a <br />significant issue because exact land use proposals are not usually known. <br />Hexagon staff has extensive experience with program-level EIRS and is capable of handling very general <br />project descriptions. Hexagon staff is also very familiar with the various steps in the planning process that <br />are subject to EIRS: general plan amendments, re-zonings, and specific project development permits. <br />Hexagon's capabilities include all the transportation analysis techniques that are necessary for various types <br />of EIRS that include travel demand forecasting, traffic engineering, traffic operations analysis, and parking <br />demand analysis. A partial list of transportation impact analyses and EIRS completed by Hexagon are shown <br />in the following table. <br />
