BACKGROUND <br />This project was selected for reconstruction due to the advanced state of deterioration <br />of the roadway surface and the lack of concrete curb, gutters, and storm drain facilities. <br />In addition, this section of Foothill Road lacks a pedestrian sidewalk which forces the <br />pedestrians to walk on Foothill Road adjacent to vehicular traffic. <br />DISCUSSION <br />Sealed bids for this project were opened on August 26, 2008. Nine bids were received, <br />ranging from $376,792 to $547,164, compared with the engineer's estimate of $370,000 <br />for the project (see Attachment 2-Bid Summary). The low bid of $376,792 was <br />received from DSS Company of Stockton, California. Since all bid documents were <br />found to be in order and past work performed by this contractor was verified to be <br />satisfactory, staff recommends award of the construction contract to this firm. <br />A public meeting was held on January 31, 2007, at which time the project improvements <br />were presented to the residents. The residents were in favor of the proposed <br />improvements. One significant issue raised by the residents was to address the <br />inadequate storm drain facilities. The storm drain issues were reevaluated and <br />incorporated into the construction project by installing additional storm drain facilities in <br />the City's public right-of-way. A second public meeting was held on February 1, 2007 to <br />present the final construction improvements; however, the notified residents did not <br />attend. <br />Buds~et <br />Staff recommends that the construction contingency amount for this project be <br />increased from the usual 10% to 15% due to the potential for encountering unstable <br />soils on the project.
