DISCUSSION <br />East Bay Regional Park District (EBPRD) operates regional parks and trails in both <br />Alameda and Contra Costa counties. In 1988, voters approved Measure AA, a 20-year <br />bond measure which allowed EBPRD to expand open space, park land and shoreline <br />areas by more than 34,000 acres, and develop over 100 miles of new trails. It also <br />provided $60 million for hundreds of parks and recreation projects in local jurisdictions. <br />EBPRD continues to experience increased usage of regional park facilities, particularly <br />given increased population growth in the East Bay. Since Measure AA is set to expire <br />this year, EBRPD has proposed an extension of the current parcel tax through Measure <br />WW, which would provide $500 million in funding for: <br />• Continued restoration of urban creeks; <br />• Wildlife habitat protection and restoration; <br />• Acquisition and preservation of open space, wetlands, and bay shoreline; and <br />• Acquisition, development and improvement of local and regional parks, trails, and <br />recreational facilities. <br />Of this amount, $125 million would be allocated to local agencies that provide parks and <br />recreation services. The per-capita share of these funds for Pleasanton projects would <br />be approximately $3,171,377. These funds could be utilized for projects such as the <br />Alamo Canal Trail undercrossing at I-580, further extension of the Iron Horse Trail <br />through Pleasanton, Bernal Community Park, or other capital projects as determined by <br />the Parks and Recreation Commission and City Council. <br />Measure WW requires a 2/3 voter approval in both counties to become effective. It <br />does not increase the existing yearly tax rate of $10 per $100,000 of assessed <br />valuation, but continues it for an additional 20 years. <br />At the September 2, 2008 City Council meeting, EBRPD Board President Ayn <br />Weiskamp made a brief presentation regarding the importance of Measure WW in <br />expanding, preserving and developing EBRPD facilities. Director Weiskamp also urged <br />the Council to formally adopt a Resolution endorsing the ballot measure and urging <br />support by Pleasanton residents. <br />Submitted by: <br />/ ~ <br />J es W.
