The per-unit cost estimates will be developed based on information <br />obtained from the existing City budget and recent EPS fiscal analysis for comparable projects, and <br />additional research as necessary. <br />Subtask 3.2: Revenue Forecasts <br />EPS will evaluate the effects of Pleasanton Gateway Business Park on key City revenue items. The <br />primary revenue impacts are likely to be sales taxes, business taxes, property taxes, and motor vehicle in- <br />lieu fees. For example, additional taxable expenditures occur in the City resulting from spending by <br />Pleasanton Gateway Business Park businesses and employees. For each revenue item, EPS will estimate <br />per unit amounts (e.g., sales tax per employee or per square foot of business). <br />Subtask 3.3: Net Fiscal Balance <br />The net fiscal impact will be based on a comparison of total Genetal Fund costs and revenues. EPS will <br />estimate this amount, provide summary tables, and document the key assumptions and calculations. The <br />magnitude of this net fiscal balance will be one determinant of fiscal mitigation and related agreements, if <br />necessary. <br />Meetings and Deliverables <br />EPS is available to attend meetings with City staff and make presentation to Council, as necessary. The <br />budget estimate assumes attendance of 3 meetings/presentations; however, the budget can be adjusted as <br />necessary to accommodate more meetings. <br />EPS will prepare draft reports for the fiscal impact and market analyses summarizing results, and <br />documenting key assumptions and methodology. Interim work products and memoranda will be <br />produced in response to issues as they arise, and to provide preliminary results for planning purposes. <br />Eumnrnit t+ Planning SU~h•rn:.
