CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 85-230 <br /> <br /> RESOLUTION URGING CONGRESS AND THE FEDERAL <br /> ADMINISTRATION TO ADOPT THE AMERICAN PUBLIC TRANSIT <br /> ASSOCIATION (APTA) PROPOSAL FOR CONTINUED FUNDING OF THE <br /> NATION'S PUBLIC TRANSPORTATION SYSTEMS <br /> <br />WHEREAS, the Reagan Administration's Fiscal Year 1986 budget <br /> proposal for the Urban Mass Transportation <br /> Administration (UMTA) would provide a total budget <br /> authority for UMTA of $1.377 billion, which is a 67 <br /> percent reduction from the FY 1985 funding level of <br /> $4.131 billion; and <br /> <br />WHEREAS, all transit operating assistance would be terminated; <br /> and <br /> <br />WHEREAS, the Section 3 capital discretionary program for new <br /> starts, rail modernization and major bus projects would <br /> be terminated; and <br /> <br />WHEREAS, no provision would be made for further funding of the <br /> Section 16(b)(2) program for elderly and handicapped and <br /> Section 8 planning and technical studies; and <br /> <br />WHEREAS, the Section 18 funding for small urban and rural transit <br /> programs would be reduced by 55 percent to $32 million; <br /> and <br /> <br />WHEREAS, in recognition of public transportation's key <br /> contribution to the viability of urban and suburban <br /> areas of this nation, there has been a program of <br /> national support over the past 20 years for the <br /> rebuilding and expansion of mass transit systems, and <br /> for the establishment of new public transit services in <br /> many areas; and <br /> <br />WHEREAS, any significant diminuation of the mass transit funding <br /> for this region would lead to substantial increases in <br /> fares, ridership declines, and curtailment of needed <br /> service; and <br /> <br />WHEREAS, reductions in mobility options of the transit dependent <br /> in this area and across the nation would have further <br /> adverse social impacts, including a lessening of job <br /> opportunities, leading to the need for further funding <br /> of public social service programs at the federal, state, <br /> and local levels; and <br /> <br />WHEREAS, the San Francisco Bay Area has approved and is <br /> implementing a $2.8 billion New Transit Starts ad <br /> <br /> <br />
