BACKGROUND <br />The I-680 / Bernal Avenue interchange project, CIP No. 005068, is in Phase 1 of the <br />construction process. This first phase includes the construction of a traffic signal at the <br />southbound ramps. These Phase 1 improvements are necessary to improve the delay <br />and congestion experienced in the peak hours. Phase 2 of the project includes <br />interchange modifications to the ultimate configuration. <br />DISCUSSION <br />The interchange design for Bernal Avenue at Interstate 680 was included in the 1996 <br />General Plan and provides for several changes, including the addition of a traffic signal <br />(currently underway as Phase 1 of the interchange project). In addition to this change, <br />a major reconfiguration was identified that included the removal of the existing <br />southbound loop off-ramp and the creation of a southbound loop on-ramp. The <br />construction of this ultimate configuration is considered Phase 2 of the project. <br />The City is currently in the process of updating the General Plan. Several changes in <br />land use and roadway network in the updated General Plan change the traffic patterns <br />anticipated in the 1996 General Plan. A design alternatives analysis is needed to <br />evaluate the need for the planned Phase 2 improvements and/or determine if a different <br />design is necessary. A preferred alternative will be further evaluated and drafted to <br />determine the design feasibility and the next steps in the design process. <br />In June 2008, staff solicited prospective consultants through the Request for Proposals <br />process. In July, staff received four proposals from qualified transportation consulting <br />firms. Staff identified Kimley-Horn and Associates, Inc. of San Ramon, California, as the <br />preferred consultant for the project. Kimley-Horn has prepared similar studies for the <br />City of Pleasanton and other jurisdictions and its work has been reliable and <br />professional. Kimley-Horn was the consulting firm that designed the traffic signal for <br />Phase 1 of the project and is familiar with the project and project area.
