Steve Brozosky said Vineyard Avenue was reduced from 4 to 2 lanes and the addition of a <br />bridge, which he believed was counter-intuitive to additional traffic congestion. He noted the <br />bridge's cost, adjustments needed to the intersection that included timing so fire trucks can get <br />through. He suggested using the money to put sports fields in the Bernal property which would <br />benefit more residents and asked the Council to reconsider the vote. <br />Councilmember Sullivan questioned the project's priority status as outlined in the General Plan <br />circulation improvements. City Manager Fialho said this intersection and the bridge were <br />contemplated for some time and the improvement was left in when the Council approved the <br />Circulation Element for the General Plan. Councilmember Sullivan questioned if the <br />neighborhood knew it was being approved tonight. Mayor Hosterman said this was her <br />neighborhood and the matter has been on-going and discussed for a number of years. <br />City Manager Fialho said the project was more than a bridge project, staff is contemplating the <br />extension of the sewer line that will eventually connect to Nevada to alleviate sewer flows in the <br />area, it was also part of a broader project where the City acquired the land adjacent to where <br />the new bridge is proposed, interim signal improvements have been made in the area as well as <br />minor modifications to the intersection. The project includes one additional lane; creation of the <br />riparian habitat; installation of 900 linear feet of sanitary sewer pipelines; and other ancillary <br />issues. The Fish & Wildlife permit allows them only to work from April to October and if not <br />awarded tonight, the project will not start until next year. <br />Director of Public Works Rob Wilson said the public was not notified specifically about the item <br />on the agenda, but they are aware of the fact that the City has been talking about the widening <br />project; neighborhood meetings have always mentioned the fact that the bridge was the last <br />phase of improvements in the area. There was no specific notice sent out to the community <br />saying tonight was going to be an award of a contract for the bridge. <br />Councilmember McGovern acknowledged neighborhood meetings and significant discussion on <br />the project. She confirmed with Mr. Wilson that the project alleviates a bottleneck in the current <br />transportation system, it will add a lane for the fire trucks to be able to get through, the riparian <br />habitat area is about 1.8 acres, the bridge is a backbone system and improves circulation to get <br />into the City and it is being funded specifically by traffic impact fees, as well as other grant fund <br />monies. <br />Councilmember Sullivan said he could not support the item without the neighborhood being <br />noticed. He also said he would vote no on Item 6, as well. Councilmember McGovern asked that <br />because of previous concerns of the neighbors, in the future she suggested staff ensure <br />projects that get awarded bids be noticed. <br />Motion: It was m/s by Thorne/McGovern to approve Consent Calendar as submitted and as <br />noted.
