2.4 Use of City Buildings <br /> <br /> City buildings and other facilities may be made available for <br /> use by City employees or the PCEA or its representatives in <br /> accordance with such administrative procedures as may be <br /> established by the City Manager or his/her designated <br /> representative. <br /> <br />2.5 Advance Notice <br /> <br /> Except in cases of emergency as provided below in this <br /> subsection, the PCEA, if affected, shall be given reasonable <br /> advance written notice of any ordinance, resolution, rule or <br /> regulation directly relating to matters within the scope of <br /> representation proposed to be adopted by the City and shall be <br /> given the opportunity to meet with the appropriate management <br /> representatives prior to adoption. <br /> <br /> In case of emergency which the foregoing procedure is not <br /> practical or in the best public interest, the City may adopt or <br /> put into practice immediately such measures as are required. <br /> At the earliest practicable date thereafter the PCEA shall be <br /> provided with the notice described in the preceding paragraph <br /> and be given an opportunity to meet with the appropriate <br /> management representatives. <br /> <br />Section 3. No Discrimination <br /> <br /> There shall be no discrimination because of race creed, color, <br /> national origin, sex or legitimate employee organization <br /> activities against any employee or applicant for employment by <br /> the PCEA or by the City or by anyone employed by the City; and <br /> to the extent prohibited by applicable state and federal law, <br /> there shall be no discrimination because of age. <br /> <br />Section 4. PCEA Representatives <br /> <br /> The PCEA shall submit a list of the officers of the PCEA to the <br /> City Manager and notify the City Manager in writing at such <br /> time there are any changes in such PCEA officers. <br /> <br /> PCEA members who are official representatives of the PCEA shall <br /> be given reasonable time off with pay to attend meetings with <br /> management representatives, or to be present at hearings where <br /> such matters within the scope of representation are being <br /> considered. The use of duty time for this purpose shall be <br /> reasonable and shall not interfere with the performance of City <br /> services as determined by the City. No more than three (3) <br /> PCEA members shall be considered official PCEA representatives <br /> for the purposes of this paragraph. On or about January 15 <br /> <br /> -4- <br /> <br /> <br />
