there could be a parallel processing of individual site development plans concurrently <br />with the park-wide PUD Development Plan that would identify a new vision for <br />Hacienda, focus on park-wide planning objectives, and create modified development <br />standards and design guidelines to be included into the individual site development <br />proposals. (These are described in detail below.) <br />Staff has considered this request and has developed an outline for how such a process <br />might work if accepted by the Council. This process would involve creating a series of <br />workshops run by a subcommittee of the City Council and Planning Commission, plus <br />Hacienda stakeholders and staff, and could be organized as follows: <br />Workshop #1: Citv Council/Planning Commission -August '08 <br />- Consider PUD Development Plan process vs. Specific Plan process <br />- Consider overall park vision and planning objectives <br />- Introduce development proposals <br />- Consider formation of a subcommittee of Council members and Planning <br />Commissioners to guide the planning process <br />Intervening Subcommittee Activities -Three Months <br />- Subcommittee: Refine planning process and park objectives <br />- Developers: Consider comments and make revisions to their plans <br />Workshoo #2: Citv Council and Planning Commission -December '08 <br />- Present site design/development guidelines and standards <br />- Present individual site proposals <br />- Evaluate individual proposals with respect to site design/development <br />guidelines and standards <br />- Discuss recommendations to modify individual projects <br />Intervening Subcommittee Activities -Two Months <br />- Subcommittee: Refine site design/development guidelines and standards <br />- Developers: Revise project plans as necessary <br />Workshop #3: City Council and Planning Commission - February'09 <br />- Present final park-wide objectives, Design Guidelines, Development Plan, <br />PUD Modification, Traffic, Site Planning Criteria <br />- Present and discuss revised individual projects, if needed <br />Page 5 of 13 <br />
