RECOMMENDATION <br />Staff recommends that the Council structure the workshop and provide direction as <br />follows: <br />1. Determine the Hacienda process: Specific Plan vs. PUD Development Plan. <br />2. Determine if the Hacienda planning process should precede or go in parallel with <br />individual site applications. <br />Consider and provide direction regarding the overall park vision, planning <br />objectives, and design guidelines/development standards outlined above. <br />4. Allow the applicants to briefly introduce their individual development proposals. <br />5. Reaffirm or modify the number of dwelling units to be allocated to Hacienda. <br />6. Determine if the affordable housing component of the proposed developments may <br />be a stand alone development as proposed or if it should be interspersed with the <br />market rate units within each development. <br />Determine if the Mixed Use General Plan land use designation requires a mix of <br />uses on each individual site, or if the objective would be satisfied by considering <br />that Hacienda as a whole has a mix of uses and that "mixed use" applies across <br />sites, or if both approaches would be acceptable. <br />8. Determine if the CarrAmerica proposal could be expedited, with its project review <br />occurring immediately after adoption of the General Plan without participating in <br />the full Hacienda workshop process. <br />9.
