Mr. Robert [. Warnick -5- February 1, 1985

Related to the system expansion, the system map needs to be updated,
and some existing interconnect cables in the field need to be
re-wired and re-spliced. The costs related to these support items
are estimated to be $26,000 for the recommended initial system
expansion from 32 to 64 signals, .and $6,000 for the system expansion
later from 64 to 128.

SU~i~IAI!Y

In view of the expectations coming from all sides, including the City,
citizen committees, and the developers, we recon~nend that the following
immediate actions be taken by the the Prudential Insurance Company of
America and Callahan-Pentz Properities after receiving approval from the
City.

1. Place orders for the hardware required for the expansion of the
Multisonics VMS-220 to a 64-signal master. The turnaround time for
this item is approximately 60 days at Multisonics.

'2. Place orders for nine SICU's. The turnaroun~ time for these
controllers is between 30 to 60 days at Multisonics.

3. Request TJKM to prepare modification plans, and Rosendin Electric to
install required monitoring facilities for the nine intersections
recommended for immediate action. This work can be completed in
about 45 to 60 days.

In summary, we recommend the expansion of the master to 64 intersections
to be done in the spring of 1985 and funded by NPID. An additional
expansion to 128 intersections should be carried out by the cities of
Pleasanton and Dublin, probably in 1985 or 1986, after an agreement'is
reached between the two cities on sharing the signal master.

We should ultimately plan to monitor 33 intersections in the Pleasan'ton
Area. Of these, 22 are responsible by NPID, nine of the 22 are built
and can be upgraded immediately in the field costing an estimated
$184,000. This work should be commenced immediately and accomplished in
the spring of 1985 and be funded by NPID. Remaining monitoring can be
accomplished by the City or, in the case of unconstructed signals, as
they are initially installed.

The total cost of recommended improvements to provide the recommended
capabilities is $242,000 + $15,000 + $61,000 + $111,000 + $26,000 +
$6,000 = $461,000. The NPID ' s share wotll d be $327,000; the City of
Pleasanton's share would be $39,500; and the City of Dublin's share
would be $94,500. If the City of Dublin does not link up with the
Pleasanton master, no additional (or reduced) costs are anticipated for
the City of Pleasanton, the NPID or any other parties.

We are requesting that the City of Pleasanton approve the concepts
recommended in this lettel' and set aside a total of $327,000 to
