BACKGROUND In December 2001, City Council approved a Funding Agreement with the City of Dublin for Preliminary Engineering and Environmental Analysis related to the I-580 at EI Charro/Fallon Road interchange project. The amount of $94,700 was appropriated from Stoneridge Drive Specific Plan fees for the I-580 EI Charro Road interchange analysis. On May 6, 2003, the City Council approved a reimbursement agreement with the City of Dublin for the final design and construction of the I-580 at EI Charro/Fallon Road interchange, and appropriated $202,700 for the final design work. The City of Pleasanton's share was based on the cost to construct the northbound to westbound loop on-ramp. DISCUSSION The 2003 Reimbursement Agreement capped the design costs for the interchange project, but set the construction reimbursement based on the actual construction costs. The City of Dublin has expended more funds on the Pleasanton loop on-ramp than the capped amount, and they have requested that the additional funds be reimbursed by the City of Pleasanton. Because Dublin paid a portion of the Pleasanton design cost, staff believes it is appropriate to amend the Reimbursement Agreement to reimburse Dublin for the actual design costs related to the northbound to westbound loop on-ramp. The actual design costs spent on the loop were $322,962, which is an increase of $120,291 over the capped amount of $202,671. The Stoneridge Drive Specific Plan identified the interchange as one of the projects which would be funded using the development fees.
