BACKGROUND
The FY 2007-2008 Capital Improvement Program includes $130,000 for the Mohr
Avenue Sidewalk Construction project which consists of removing existing and asphalt
sidewalk along Mohr Avenue between Santa Rita Road and the Iron Horse Trail and
replacing it with approximately 4,200 sf. of concrete sidewalk and landscaping. The City
issued a request for bids in early July and a total of 12 sealed bids for were received on
July 24, 2008 with prices ranging from $85,506 to $139,056. An engineer's estimate for
the project was calculated at $107,000. The low bid of $85,505.50 was received from
ENVZ, Inc. of San Jose, California. All bid documents were found to be in order and
past work performed by ENVZ, Inc. was verified to be satisfactory.
In addition to the Mohr Avenue sidewalk work, the contractor has submitted a change
order bid to construct two access ramps at the intersection of Vineyard and Isabel
Avenues. Completing this work as part of this contract is advisable due to a similar work
scope and need to improve this intersection. One of these ramps is within City of
Pleasanton city limits, while the other is located in the City of Livermore. In anticipation
of work at this intersection, the cities of Pleasanton and Livermore entered into a cost
sharing agreement calling for both cities to share the roadway work proportionately
based on the amount of the work to be completed in each jurisdiction. As a result,
Livermore will reimburse the City $4,300. Pleasanton will be coordinating the Caltrans
permits and the installation of any necessary signal improvements will be completed by
Pleasanton's As-Needed signal contractor. Livermore will also pay its share of the
signal improvements.
DISCUSSION
The asphalt sidewalk currently in place on the south side of Mohr Avenue does not
conform to City standards and needs to be replaced. In addition, there is currently no
landscaping between the sidewalk and the curb. The recommended project will address
both of these matters and improve disability access at the intersection Vineyard and
Isabel Avenues. The project schedule is as follows:
.
