BACKGROUND <br />When the City acquired the property at 4257 Vervais Avenue in 2005, it informed the <br />Council that property usage would be consistent with the Master Plan, specifically the <br />concept of the Arroyo Green at Main (Attachment 1). Staff also indicated it would study <br />options for short-term property usage and identify options for phasing and funding the <br />park improvements. Due to the condition and design of the structure, there was/is little <br />potential for City or public use. The structure has considerable issues related to <br />disabled access, sewer (there is no sewer connection on the site), electrical design, <br />heating and air conditioning and maintenance. Further, its design consists of small <br />rooms that are not conducive for meeting space or public use. As a result, at the time of <br />acquisition it was determined that the building would not meet any City needs and would <br />need to be removed. <br />While the Arroyo Green at Main is an important element of the Master Plan, staff has <br />directed its attention to completing projects that are part of the Council's Annual Work <br />Plan. As a result, cost and design options have not been pursued for this project. <br />However, staff has become increasingly concerned with vandalism and unauthorized <br />use of the existing structure and as a result, it is recommending that it be removed at <br />this time. With approval, staff will extend the white picket fence around the front of the <br />property and will assure that it is regularly abated for weeds and debris. Staff intends to <br />explore park design costs as part of the 2009 CIP and project priority as part of the <br />2009 City Council Work Plan. <br />DISCUSSION <br />The City maintains a process for demolishing existing structures that includes sign off <br />from affected City departments to assure all related issues are addressed. While this <br />process will be followed as part of this demolition, this project has been reviewed and <br />there has not been concern from departments regarding removal of the structure. <br />However, the police department and the LPFD have expressed an interest in using the <br />building for a short term training exercise prior to demolition. Staff intends to pursue this <br />use and will provide adequate notice to neighbors regarding any potential disturbances. <br />The City's Support Services division will coordinate the demolition effort including <br />analysis of bids to complete the project. Based on bids submitted previously, the total <br />project cost including site grading and fence work will not exceed $45,000.
