16 <br />THE CITY OF <br />- -- ~ -~- ~"' CITY COUNCIL AGENDA REPORT <br />j~L~~S~NTONo <br />August 19, 2008 <br />Assistant City Manager <br />TITLE: APPROVAL FOR THE DEMOLITION OF A CITY STRUCTURE <br />LOCATED AT 4254 VERVAIS AVENUE <br />SUMMARY <br />The Downtown Specific Plan includes a recommendation to adopt and implement the <br />Master Plan for the Downtown Parks and Trails System (Master Plan) approved in <br />1999. The Master Plan includes the development of the Arroyo Green at Main on the <br />east side of Main Street at the north end of the Main Street Bridge into a park suitable <br />for a variety of uses. As planned, the park would include a small public plaza, which <br />would be the entry to the arroyo and the creek trail, a lawn area with shade trees, <br />lighting, an outdoor sculpture, and a small parking area holding a total of 12 parking <br />spaces. <br />As part of the planning for the Main Street Green concept, the City acquired a <br />residential property with a 1726 sq ft structure and a number of storage sheds and <br />garages located at 4254 Vervais Avenue. Upon acquisition, the sheds and garages <br />were removed and the site was fenced. As a result, only the unoccupied residential <br />structure remains on the property. While staff had planned on retaining the unoccupied <br />residential structure until work began on the Arroyo Green at Main project, recent <br />concerns about the property security has led to an interest in removing the property at <br />this time. As a result, staff intends to demolish the property and grade the site similar to <br />the adjacent City owned property to the east. Prior to the demolition of the site, it will be <br />made available for the police department and the LPFD for training purposes. The <br />LPFD training will include rescue exercises and will not involve burning the structure. <br />RECOMMENDATION <br />Authorize the City Manager to execute a maintenance and trade services agreement for <br />the demolition of the existing structure including site clean up and grading for an amount <br />not to exceed $45,000. <br />FINANCIAL STATEMENT <br />This project is not included in the City Budget and as a result, staff is recommending it <br />utilize funding from the City Contingency to meet all project costs. The project should <br />result in minor cost reductions from reduced facility service calls. Cost for transforming <br />this site to the Arroyo Green at Main will be funded as part of a future CIP. <br />
