BACKGROUND <br />The local California Highway Patrol (CHP) office is undertaking the Tri-Valley Safety <br />Challenge in the Dublin, Livermore, Pleasanton and San Ramon areas from August 1, <br />2008 to December 31, 2008. The CHP's program will involve organized traffic <br />enforcement and public safety awareness activities to reduce the number of fatal and <br />injury collisions resulting from impaired drivers, speeding drivers and unrestrained <br />drivers and passengers. <br />The CHP has requested participation by Pleasanton Police Department personnel in <br />this operation. State grant funds will reimburse the City up to $12,000 in costs incurred <br />by the Pleasanton Police Department for its participation, including staff overtime. <br />DISCUSSION <br />With CHP jurisdiction covering Interstates 580 and 680, the Pleasanton Police <br />Department has always worked to maintain an effective and cooperative relationship <br />with this State law enforcement agency. <br />The CHP recently approached the Pleasanton Police Department to seek the <br />department's participation in the grant-funded Tri-Valley Safety Challenge. In fact, it <br />was on July 29, 2008, that the CHP's commander of the Dublin [Tri-Valley] area formally <br />sought City approval of the subject agreement. (Attached Agreement Number <br />8C390005-0.) The CHP required the City to return the executed agreement on August <br />1, 2008. <br />In the spirit of inter-agency cooperation, and the community's interest in regional traffic <br />safety, the City Manager's Office executed the agreement within the time frame required <br />by the CHP, pursuant to the authority granted by Pleasanton Municipal Code §2.08.070; <br />and therefore the attached resolution seeks City Council authorization, as required by <br />State and CHP policy, and ratification of this agreement. <br />Submitted by: <br />Mic el Fraser <br />Chief of Police <br />Fiscal Review: <br />-~ <br />David P.
