do many of the proposals discussed up to this point, i.e. ensuring
rental multiple housing as a portion of total multi-family housing
and exempting certain rental housing projects from growth manage-
ment review. Additional methods should be considered in order to
accomplish this purpose. By so doing, projects that will in fact
provide more "affordable" housing can be facilitated.

Implementation Program 2: To investigate the formu-
lation of a local home ownership program designed to
provide moderate income households with the oppor-
tunity to enter the home-buying market.

Realistically, moderate income housing options are currently
limited to the rental market in Pleasanton. To increase the
chances for home ownership among this segment of the popula-
tion, the City should review the various approaches to making
ownership more widely available and seek to implement those
measures seen as most feasible given local market'conditions.
Amendments to the zoning and subdivision ordinances and the
encouragement of manufactured and modular housing might reduce
development costs to the poin~ where moderate income house-
holds could once again become homeowners. The City has also
established a mortgage revenue bond program to subsidize first-
time buyers.

-26-
