PLEASANTON
SACRAMENTO
FRESNO
TRANSPORTATION CONSULTANTS CONCORD

September 23, 1986

Mr. Chandler Lee
Principal Planner
Planning Department
200 Old Bernal Avenue
Pleasanton, CA 94566

Dear Chandler:

This is to provide you with TJKM's proposal to provide a traffic study for the
extension of Stoneridge Drive, improvements to El Charro Road, and
recommendations for the intersection of Stoneridge Drive and El Charro Road.

TJKM would analyze three buildout scenarios using the traffic model used for the
Pleasanton General Plan. We would summarize the results of these model runs in a
report and include recommendations for roadway cross-sections, intersection lane
arrangements, interchange configurations, and maintenance of truck operations on
El Charro Road.

As you know, we are currently conducting a related study for the City of
Livermore in conjunction with the Reynolds C. Johnson development. There are
several transportation issues in this area that have the potential to create
disagreements between the Cities of Pleasanton and Livermore. TJKM sees this as
an opportunity to forge a compromise between the two cities and the other
interests involved as well. However, such a goal is likely to take some time and
money.

The attached table shows TJKM's proposed scope of services by task and the
associated cost of these services. TJKM is proposing to prepare an initial study
and attend up to four meetings for a lump sum amount of $10,000. This work is
expected to be completed eight weeks from the notice to proceed. The initial study
can be used by the City of Pleasanton to try to reach a consensus with the other
involved parties. TJKM will be available for additional work and/or meetings at
the hourly rates shown on the attached billing rate table.

It is our pleasure to provide this proposal for transportation engineering services to
the City of Pleasanton. As always, we are available if you have any questions
regarding this matter.

Rog%.
