CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 86-510 <br /> <br /> A RESOLUTION INITIATING A HOUSEHOLD HAZARDOUS WASTE <br /> DISPOSAL PROGRAM FOR THE CITY OF PLEASANTON <br /> <br />WHEREAS, the continued proliferation of chemicals on the market <br /> and the increased incidents of adverse health effects <br /> and environmental damage resulting from unsafe toxic <br /> management practices have heightened this Council's <br /> concerns regarding possible exposure of Pleasanton <br /> residents to hazardous materials; and <br /> <br />WHEREAS, the residents of Pleasanton have no legal available <br /> means to dispose of small quantities of household <br /> hazardous waste. As a result, many of these substances <br /> are retained by households at considerable risk of <br /> liability and injury or disposed of in dangerous and <br /> inappropriate ways including disposal in sanitary <br /> landfills, sewer/septic systems, storm drains or dumped <br /> into the environment; <br /> <br />WHEREAS, in response to the problem of household hazardous waste, <br /> several communities in California+including Fremont, <br /> Union City, Hayward and Fresno have each sponsored on a <br /> one time basis a free household hazardous materials <br /> collection day. These collection days have been used <br /> extensively by the residents of these cities; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: This City Council supports in concept the initiation <br /> of regularly scheduled household hazardous waste <br /> disposal days in Pleasanton and for the entire valley, <br /> subject to Council review and selection of an <br /> appropriate and cost effective method to implement such <br /> a program. <br /> <br />Section 2: The City Council hereby invites the three other <br /> cities in the Valley to join Pleasanton in a joint study <br /> committee to review the possibility of a joint program. <br /> In this manner we hope to achieve economies of scale by <br /> having the costs of each household hazardous waste day <br /> shared by all four cities and available to the residents <br /> of all four cities. <br /> <br />Section 3: The City Council will designate a Councilmember as <br /> its representative on the Valleywide Household Hazardous <br /> Waste Study Committee, if any other valley cities choose <br /> to join in the study. <br /> <br /> <br />
