goals of balanced growth since heretofore, the City's <br />growth has been "unbalanced" to the northerly and <br />westerly portions of the City; (c) an adjacent park <br />site will be expanded in conjunction with the <br />improvement of the subject property; (d) the <br />development of this property will participate <br />substantially in the construction of one and possibly <br />two key water reservoirs to resolve present fire flow <br />and water storage inadequacies in southeastern <br />Pleasanton; (e) the development of this property will <br />extend and "loop" one or more streets that are now <br />dead-ended and marginally safe residential streets from <br />the perspective of fire access, water lines and fire <br />flows; (f) the development of this property will <br />complete an north-south thoroughfare long existing on <br />the City of Pleasanton's General Plan. <br /> <br />WHEREAS, other public concerns substantially outweigh <br />the objectives of the California Land Conservation Act <br />of 1965, Sections 51280 et seq., Government Code for <br />the State of California in that (a) a portion of the <br />cost of the route of Bernal Avenue (a critical missing <br />link in the City's thoroughfare system) will be paid <br />for by the development; (b) the development of this <br />property located in southeast Pleasanton will help the <br />City meet its General Plan goals of balanced growth <br />since heretofore, the City's growth has been <br />"unbalanced" to the northerly and westerly portions of <br />the City; (c) an adjacent park site will be expanded in <br />conjunction with the improvement of the subject <br />property; (d) the development of this property will <br />participate substantially in the construction of one <br />and possibly two key reservoirs to resolve present fire <br />flow and water storage inadequacies in southeastern <br />Pleasanton; (e) the development of this property will <br />extend and "loop" one or more streets that are now <br />dead-ended and marginally safe residential streets from <br />the perspective of fire access, water lines and fire <br />flows; (f) the development of this property will <br />complete an north-south thoroughfare long existing on <br />the City of Pleasanton's General Plan. <br /> <br /> <br />
