area as shown on the General Plan for the City of <br />Pleasanton. Densities as shown on the plan fit the <br />provisions of the General Plan including roadway and <br />utility extensions for the area; the property bears a <br />natural relationship to the City of Pleasanton and <br />adjoining development and fills the need for City <br />Services given the future need for the areas <br />urbanization to meet the City's future housing needs; <br />and <br /> <br />WHEREAS, cancellation of the contract and the proposed <br />alternative use will not result in discontiguous <br />patterns of urban development in that the subject <br />property is adjacent to existing urban development <br />similar to or more intense than the proposed <br />alternative use; stub streets end at the western <br />boundary of the property; the proposed use is a logical <br />extension of existing development; the subject property <br />was contiguous to the City limits on two sides prior to <br />annexation and adjacent to developed areas on one side <br />and a portion of another side; the proposed residential <br />use is consistent with existing uses; and provisions <br />for future streets and utilities extension have been <br />provided for the proposed use from the existing <br />subdivisions, thus providing an orderly and efficient <br />expansion of the City of Pleasanton; and <br /> <br />WHEREAS, there is no proximate non-contracted land <br />which 'is both available and suitable for the use to <br />which it is proposed the contracted land be put or that <br />development of the contracted land would provide more <br />contiguous patterns of urban development than <br />development of proximate non-contracted land in that <br />there are very few parcels of this size or groups of <br />parcels which total this size which remain available <br />for development of the type proposed for the property <br />and the property has certain unique features such as <br />(a) a portion of the cost of the route of Bernal Avenue <br />(a critical missing link in the City's thoroughfare <br />system) will be paid for by the development; (b) the <br />development of this property located in southeast <br />Pleasanton will help the City meet its General Plan <br /> <br /> 4 <br /> <br /> <br />
