Fact. Additional units will be allowed, but they <br /> will be clustered on the more level, less visible, <br /> portions of the Ridge. <br /> <br /> c.12. Findinq. The MDA would substantially increase the <br /> potential impacts. <br /> <br /> c.13. Fact. Under the MDA, Rural Density Residential <br /> would be allowed on parcels above 670 feet elevation, <br /> which would add approximately 660 units to the holding <br /> capacity. <br /> <br /> c.14. Fact. Increased densities would be allowed on <br /> several major parcels which would require more <br /> substantial road systems and be much more difficult to <br /> "blend" into the landscape. <br /> <br />D. Significant Effect. Land use proposed for 1,152 acres <br />of land on Pleasanton Ridge is inconsistent with the use <br />planned by the owner of the land, the East Bay Regional Park <br />District. <br /> <br /> d.1. Finding. The City will remedy inconsistencies <br /> between the General Plan and the East Bay Regional Park <br /> District's Plan. <br /> <br /> d.2. Fact. The City has appointed a liaison committee <br /> to work with the Park District to remedy <br /> inconsistencies. <br /> <br /> d.3. Finding. The City's land use designation of <br /> "Public Health and Safety" is an adequate holding zone <br /> for land not yet owned by the Park District. <br /> <br /> d.4. Fact. The Public Health and Safety designation <br /> prohibits development except for single family houses on <br /> lots of record. <br /> <br />E. Significant Effect. Land use proposed for a 77 acre <br />parcel of land, Medium Density Residential and Public and <br />Institutional, is inconsistent with the Department of <br />Conservation Division of Mines and Geology's designation of <br />the land as an area containing significant deposits of <br />aggregate resource. <br /> <br /> e.1. Finding. The impact can only be mitigated by <br /> redesignating the property to a sand and gravel <br /> harvesting land use, a land use determined to be <br /> infeasible. <br /> <br /> <br />
