a.9. Finding. Adoption of the Final General Plan will <br /> reduce the risks of development in the Expanded Planning <br /> Area. <br /> <br /> a.10. Fact. All concepts of holding capacity for the <br /> Expanded Planning Area would be eliminated until special <br /> studies have been completed. <br /> <br /> a.ll. Fact. More in-fill housing density would be <br /> provided to absorb needed holding capacity. <br /> <br />B. Siqnificant Effect. The designation of 9,350 acres in <br />the southeast hills, which currently have little or no <br />residential holding capacity, to a new Rural Density <br />Residential category will lead to visual impacts, loss of <br />agricultural grazing lands, loss of wildlife habitat, and <br />costly expansion of public services. <br /> <br /> b.1. Finding. Clustering of residences on land <br /> designated as Rural Density Residential will <br /> substantially mitigate impacts on wildlife habitat and <br /> visual encroachment into open space buffer zones and <br /> reduce the cost of services expansion. <br /> <br /> b.2. Fact. The designation would allow maximum <br /> densities of one house to five acres and encourage the <br /> clustering of houses on half-acre lots on relatively <br /> flat areas with good access. <br /> <br /> b.3. Finding. The City's review of individual projects <br /> will ensure that proper mitigation measures are taken to <br /> protect environmentally sensitive land. <br /> <br /> b.4. Fact. All projects will have to comply with the <br /> policies of the General Plan for Public Health and <br /> Safety and protection of open space. See Section I <br /> (Land Use) a.8. <br /> <br /> b.5. Finding. The new designation clarifies policies <br /> that were uncertain under the former General Plan and <br /> will, therefore, allow for more carefully planned <br /> development. <br /> <br /> b.6. Fact. The new designation establishes a <br /> definitive boundary between Open Space and Rural <br /> Residential. Under the former General Plan some <br /> development on a case by case basis was allowed inland <br /> designated as Open Space, potentially greater than that <br /> allowed in the Rural Density Residential and Open Space <br /> categories as currently proposed. <br /> <br /> b.7. Finding. Adoption of the Final General Plan will <br /> further mitigate the potential impacts by establishing a <br /> boundary which logically separates "City" from Open <br /> Space lands. <br /> <br /> <br />
