EXHIBIT "A" <br /> <br /> ENVIRONMENTAL IMPACT FINDINGS <br /> <br />I. Land Use <br /> <br /> A. Siqnificant Effect. The enlargement of the Planning Area <br /> boundary (Expanded Planning Areas) will increase landslide <br /> and slope instability risks, impair ridgeline views, and <br /> result in loss of wildlife habitat and costly expansion of <br /> public services. <br /> <br /> a.1. Finding. The designation of the Expanded Planning <br /> Area as a study zone subject to considerable further <br /> study prior to development will substantially lessen the <br /> effects of development. <br /> <br /> a.2. Fact. The City will conduct specific studies in <br /> the area of access, utilities, services, environmental <br /> constraints and holding capacity to determine the <br /> appropriate use of the area. <br /> <br /> a.3. Finding. Other agencies, specifically the City of <br /> Hayward, Alameda County and the East Bay Regional Park <br /> District, have jurisdiction over portions of the area <br /> and will have opportunities to participate in land use <br /> decisions. <br /> <br /> a.4. Fact. The specific studies will be conducted with <br /> the affected agencies. <br /> <br /> a.5. Finding. Mitigation measures incorporated into <br /> the project will substantially lessen the effect on <br /> ridgeline views. <br /> <br /> a.6. Fact. A Specific Plan will be developed for <br /> property above 670 feet in elevation. Protection of <br /> viewsheds will be an aspect of the Specific Plan. <br /> <br /> a.7. Finding. Mitigation measures incorporated into <br /> the project will substantially lessen the possibility of <br /> landslides and slope instability risks. <br /> <br /> a.8. Fact. Development will be prohibited on terrain <br /> with slopes greater than 25% unless suitable mitigation <br /> measures are included with the site plan. Geological <br /> studies are required for all areas with slopes greater <br /> than 20% and within areas of moderate to high potential <br /> for landslides. Developers will have to include <br /> drainage, erosion, and landslide mitigation measures <br /> where deemed necessary. <br /> <br /> <br />
