- Greater dependence on lower quality ground water during <br /> dry years. <br /> <br /> - Possibility of insufficient sewage treatment capacity in <br /> the near term to accommodate expected development. <br /> <br /> - Increased congestion on Tri-Valley freeways given <br /> buildout with presently announced freeway plans. <br /> <br /> - Potential flooding due to cumulative buildout during 100 <br /> year flood events downstream along the Arroyo de la <br /> Laguna and Arroyo Mocho and in the event of failure of <br /> the Del Valle Dam. <br /> <br />- Potential widespread damage due to cumulative buildout <br /> during a major seismic event on the Calaveras fault. <br /> <br />- Loss of one 77 acre parcel of aggregate resource to <br /> urban development. <br /> <br />Despite these effects, the benefits of the proposed project <br />outweigh the unavoidable adverse environmental effects, and, <br />thus, the adverse environmental effects are considered <br />"acceptable". The benefits of the Final General Plan which <br />outweigh its unavoidable adverse environmental effects are: <br /> <br />- The provision for well-planned residential, commercial, <br /> and industrial growth meeting the needs of the City and <br /> region while maintaining environmental quality and a <br /> sense of neighborhood and community, benefiting those <br /> residing in Pleasanton and those choosing to reside here <br /> in the future economically, socially, and culturally. <br /> <br />- The relationship between jobs and housing is improved. <br /> <br />- Development policies in the Southeast Hills and on <br /> Pleasanton Ridge are clarified. <br /> <br />- Valuable open space on Pleasanton Ridge and in the <br /> Southeast Hills is protected. <br /> <br />- Large areas of undeveloped land will be developed in a <br /> more sensitive, logical manner due to the establishment <br /> of Specific Plan areas. <br /> <br />- Additional City services, such as park lands and trails, <br /> will be provided. <br /> <br />- Long range Capital Improvement needs are identified and <br /> solutions proposed. <br /> <br />- Programs are included to provide Pleasanton's share of <br /> regional housing needs. <br /> <br />- Community facilities are provided to accommodate local <br /> needs under buildout conditions. <br /> <br /> <br />
