c.6. Fact. The Final General Plan encourages higher <br /> density residential in-fill development, as proposed by <br /> the CFA. <br /> <br /> c.7. Finding. The other mitigation measures proposed <br /> in the CFA are not feasible or are not necessary. <br /> <br /> c.8. Fact. The designation of a visual corridor on <br /> Pleasanton Ridge and a restriction on development above <br /> 670 feet in elevation will be studied further in the <br /> Ridgelands Study Zone called for in the Final General <br /> Plan. <br /> <br /> c.9. Fact. The designation of certain parcels for Very <br /> High Density Residential development appears to be <br /> economically infeasible at this time. <br /> <br />XI. Growth Inducement <br /> <br /> A. Siqnificant Effect. The adoption of the Final General <br /> Plan, or any of the alternatives, will extend City services, <br /> allow for increased I/C/O development and residential <br /> development, and extends the roadway system. All of these <br /> are seen as growth inducing actions. However, a General Plan <br /> is inherently a document concerned with growth. Its purpose <br /> is to define where and in what manner community growth should <br /> occur. Utility and road expansions, where logical extensions <br /> of desired growth patters, are part of the requirements of a <br /> General Plan. Growth-inducing impacts have been analyzed <br /> separately under each subject matter heading herein and have <br /> been found to be avoided or substantially lessened because of <br /> the incorporation of feasible mitigation measures, or have <br /> been found unavoidable because mitigation measures and <br /> alternatives have been found to be infeasible. <br /> <br /> Proposed Overriding Considerations <br /> <br /> Potential adverse environmental effects which cannot feasibly <br /> be voided while allowing the project to proceed include the <br /> following: <br /> <br /> - Lack of availability of housing affordable to low and <br /> moderate income households employed in Pleasanton. <br /> <br /> - Increased congestion on the local road network. <br /> <br /> - Uncertainty regarding future development in the Expanded <br /> Planning Area. <br /> <br /> - Slope stability and view impacts for rural residential <br /> development on Pleasanton Ridge, as well as loss of <br /> wildlife habitat. <br /> <br /> - High costs to the City for urban services and loss of <br /> habitat from rural residential development in the <br /> Southeast Hills. <br /> <br /> <br />
