That approval of the storm drainage system be withheld <br />until final design calculations have been made and the <br />developer has demonstrated to the satisfaction of the <br />City Engineer that the system fully meets the requirements <br />of this development and all upstream areas intended to <br />be drained through this tract and that the requirements <br />of Alameda County Flood Control District have been met. <br />14. That all wells and septic tanks on the property be <br />properly sealed, filled and abandoned prior to the start <br />of grading operations on the tract development. <br />15. That parking on the private streets should be effec- <br />tively controlled by a Homeowners Corporation with parking <br />permitted on one side of the street only. Proper "No <br />Parking" signs should be installed on one side of the <br />street as a part of the subdivision improvements. <br />16. That the property line corners at the intersection <br />of Golden Road with Hopyard Road be increased to 40 ft. <br />17. That street names for the private streets be submitted <br />to the Planning Director for approval prior to submittal <br />of the Final map and improvement plans. <br />18. That the private street beginning at the terminus of <br />the project to more or less the intersection with Private <br />Street A shall be improved with a gravel surface. There- <br />after, Private Street C shall be redesigned in such a <br />way as to accommodate a 8 ft. trail system for the <br />length of the project, said trail system to be improved <br />as a gravel pathway for recreational purposes. <br />19. That the City Council be asked to determine policy <br />concerning utilities (water, sanitary sewer and stoxtn <br />drainage) in private streets, specifically, is the City <br />to have responsibility for maintenance of these utilities. <br />20. That the City Council be asked to determine policy <br />for the provision of street lighting on private streets, <br />specifically, can and should the City be responsible <br />for the monthly charge for street lights on these private <br />streets or should this be the responsibility of the <br />Homeowners Corporation. <br />PASSED AND ADOPTED by the Planning Commission of the City of Pleasanton <br />on the 14th day of January, 1970, by the following vote: <br />Ayes: Commissioners Antonini, Gibbs, Pereira <br />and Vice Chairman Pons <br />Noes: <br />Absent: Chairman Garrigan <br />Abstain: <br />Attest: Secretary Castro <br />~~ <br />Gene Pons, Vice Chairman <br />
